In Magic the Gathering can Morphing be countered?

Can it be counter with Cancel when is flip down or up? And can u morph (put card face down) anytime?

1. Morphing is an ability, so if you have a card that can counter an ability (like Bind), then yes you can counter it. Other counters like Counterspell or Mana Leak or Cancel can not counter this. Morphing does not turn cards face down. Morphing turns the card face up. You cast it as a face down card, pay the morph cost, and then turn it face up. Morphing is an instant ability. As long as you can pay the cost, you can morph at any time you want.
2. When you cast it as a face down creature for 3 colorless mana, it can be countered by cards like Cancel or Essence Scatter. Turning it face up, however, is a special action that doesn't use the stack. This means that it cannot be countered by any spell or ability (Including cards like Bind).
